How to apply for provisions – •A Certificate is required from the Govt. Surgeon General in Mumbai. •Certificate can be obtained from the LD Clinics of LTMG Hospital, Sion, B.Y.L.Nair Hospital and K.E.M. Hospital, Mumbai and Sassoon Hospital, Pune.
Although the legislation exists, these provisions are not yet accessible to students outside Mumbai city, as the other State Examination Boards have not yet put in place a procedure to extend them.
The Board has prepared Subject-Plan, Exam-Plan, Syllabus and Question Paper Pattern for the 10 Std. students with Special Needs (Visually-Impaired, Learning Disabled, Deaf, Physically Handicapped (Spastic & Cerebral Palsy), and Autistic.
Subject: Regarding the examination of Secondary Level 10th Std. handicapped students who are Visually Impaired, Deaf, Physically Handicapped, Multiple Disabled (Spastic & Cerebral Palsy), Learning Disabled and Autistic in the subject of Physiology-Hygiene and Home-Science from March 2014 onwards.

Students with neurological disorders (No.14 of the 19 disorders – BRAIN SUBNORMALITIES- 5 subtypes – 1. SLOW LEARNER 2. MILD MENTAL RETARDATION 3. MODERATE MENTAL RETARDATION 4. SEVERE MENTAL RETARDATION 5. PROFOUND MENTAL RETARDATION and students with Cancer are being given the provision of extra time of 20 minutes per hour at the time of examination. These students should have a Medical Certificate from an Expert Medical Officer from a Govt. hospital or Govt. recognised hospital. This certificate should be submitted with a specific reference letter from the school.
Concessions to students with Learning Disability in the Govt., Govt.-aided / Professional and Non-Professional Colleges in Non-Agricultural Universities / Engineering / Polytechnics and Teachers’ Training Colleges
The State Government, Education Authorities and all Schools in the State of Maharashtra having affiliation with any of the Boards viz., Secondary School Certificate Board (SSC), Indian Council of Secondary Education (ICSE) and Central Board of Secondary Education (CBSE) shall abide by the said Scheme in relation to the students with learning disabilities. The schools in the State of Maharashtra are also directed to abide by the circulars issued by the State Government from time-to-time not inconsistent with the Scheme ‘X’ approved by us today. The disobedience or non-compliance of the Scheme in relation to the students with learning disabilities by any of the schools in the State of Maharashtra shall be treated as disobedience of the order of this Court and they shall be proceeded with accordingly.
